In order to implement the Plan of Coordinating Epidemic Prevention and Control and stabilizing Economic Growth, promote the growth of automobile consumption, optimize the structure of automobile, and encourage passenger cars to replace new energy passenger cars, this plan is formulated.Passenger vehicles mentioned in this plan refer to the small and micro buses whose fuel types are gasoline, diesel, gas, hybrid and pure electric drive registered in this Municipality for more than one year; the new energy passenger cars refer to the small and micro pure electric drive passenger vehicles.

Subsidy objects and standards

1. 1.The subsidy object shall be the consumers who meet the following conditionsconcurrently

(1) Natural person and car owner.

(2) From 0:00:00 on June 1,2022 to 24:00 PM on December 31,2022, scrapped or transferred out of the city registered in his/her name for more than 1 year and will buy new energy passenger cars, issue a unified invoice for motor vehicle sales and complete the registration procedures for new purchase of new energy passenger cars before February 28,2023.

(3)The time for scrapping or transferring out of the city shall be subject to the time of cancellation or transfer of the vehicle files provided by the public security traffic management department, the time for buying new energy buses shall be subject to the time of issuing the “unified invoice for motor vehicle sales”, and the registration time of buying new energy buses shall be subject to the new car registration time provided by the public security traffic management department.

2.Subsidy standards and subsidy methods

The subsidy standard is divided according to the type of scrapped passenger vehicles (new energy passenger cars and other passenger cars) and the sales price of newly purchased vehicles.It will be distributed to the bank account of the subsidy by means of transfer.
